Dr. Rafael C. Lontoc, CEO
Rafael is the Chief Executive Officer of DEECEE Project Management Consultancy and an internationally recognized engineering executive, project management professional, and digital transformation strategist with over 20 years of experience across the Middle East, Africa, and Asia. A Doctor of Business Administration (DBA) graduate with Summa Cum Laude honors from Westcliff University, he specializes in artificial intelligence, project management, PMO development, digital transformation, and engineering leadership. He is a Professional Electronics Engineer, Project Management Professional (PMP®), APEC Engineer, ASEAN Engineer, ASEAN Chartered Professional Engineer, AVIXA Certified Technology Specialist – Installation (CTS-I), and a Senior Member of the IEEE.
Rafael is a sought-after keynote speaker, corporate trainer, and consultant, helping organizations harness AI and modern project management practices to drive innovation and operational excellence. Ruffy Niedo is a highly qualified Electronic and Electrical Engineer with extensive experience in the industrial and building automation sectors. He has a strong background in Quality Control, Operations Management, Engineering, Networking, and Project Management, with a proven history of supporting complex technical and operational requirements.
His multidisciplinary credentials—including advanced degrees in engineering and management—enable him to deliver integrated, efficient, results-driven solutions. Glory Mercado is the Marketing Manager at DEECEE Project Management Consultancy, bringing extensive expertise in branding, digital marketing, and strategic communications. With a strong background in project management marketing, she plays a pivotal role in enhancing DEECEE’s visibility across global markets. Glory specializes in content creation, social media strategy, and event promotions, ensuring impactful engagement with clients and partners. Engr. Julie Junio de Castro, BDM Consultant
Julie holds a degree in Chemical Engineering and has over 20 years of experience in the Oil & Gas industry, specializing in Technical Sales & Marketing, Quality Management, Procurement, Project Management, and Business Development.
A certified Project Management Professional (PMP), she is a recognized leader within the Project Management Institute (PMI). She previously served as Director of Marketing for PMI UAE Chapter and currently holds the role of Director of Marketing for PMO Global Alliance (now part of PMI).
Julie is also an active member of Dubai Chamber of Commerce | Dubai Business Women Council, PMI, Society of Engineers, and the Philippine Institute of Chemical Engineers.

Monica Mistal, PMP®, PM Trainor/Instructor
Monica Mistal, PMP®, is a project governance and delivery professional with more than 20 years of experience across complex, multi-stakeholder environments in the GCC. Her expertise spans project and program delivery, governance, standards, reporting, compliance, stakeholder management, risk awareness, change control, and operational improvement across retail, mixed-use, and multi-asset portfolios.
Beyond project delivery and governance, Monica is passionate about developing people, strengthening organizational capability, and translating complex standards and processes into practical ways of working. Her career includes portfolio leadership across UAE retail and mixed-use assets; cross-functional coordination with Leasing, Operations, Delivery, Legal, Customer Experience, Sustainability, and consultants; and mentoring, workshops, team upskilling, and knowledge-sharing. She is a Project Management Professional (PMP®) and holds a Diploma in ESG and Sustainability, alongside executive education in Senior Management and Circular Economy and Sustainability Strategies from Cambridge Judge Business School.
